Russia Battles with Smoking Culture


Smoking is very widespread and cigarettes in Russia are cheap cigarette and most restaurants and public places are smoker-friendly. The Government has already approved a law to join an international agreement which says each country should cut all tobacco sponsorship, promotion and advertising within 5 years of joining. So Russia has jointed the World Health Organization’s Framework Convention on Tobacco Control as it slow declines country’s population.

The Convention says “Each signatory should impose a comprehensive ban on all tobacco advertising or at least apply restrictions on marketing, promotions and sponsorship by cigarette firms. The contents of the Convention fully accord with Russia's national interests and acceptance of the Convention would help form a healthy way of life and strengthen the nation's health”.

Alexander Lyuty, director of corporate affairs at BAT Russia, said “A host of the convention's provisions have already been put into effect by Russian law – Russia has already banned outdoor, television and radio advertising of tobacco products”. He added “Our company welcomes the fact that the Framework Convention recognizes the necessity of respecting national peculiarities and constitutions. There is no universal approach to the regulation of tobacco smoking. Every country is individual”.

The Parliament still has to approve the project and the Russian president has to sign into law. Experts assure that the ban is the first pace in changing the habits of millions.

Russia's cigarette market positions are dominated by such tobacco companies as Japan Tobacco Inc., British American Tobacco Plc and Imperial Tobacco, Altria Group's Philip Morris division.

The largest tobacco world markets are in the United States, China, Russia and Japan.

The World Health Organization states that tobacco smoking kills about 5 million each year and if current trends continue the risk of death will increase to 10 million by 2020.
