Is that what we want? Outside it is under minus degree cold, but people stay outside to smoke. At least, it would be more reasonable to launch the ban in summer or spring so that people could customize.

"They couldn't have done this March 1 or something?" said Julie Peterson, 50.

"We're paving the way ... future non-smokers of 2008," said Julie shaking her head at her own frozen joke outside an Uptown bar on Broadway.

Fortunately or not, but it is an irreversible phenomenon. As of January 1 it becomes outlaw to light up in all public buildings, student dorms and in most offices. More than that, smoking is banned within 15 feet of entrances or open windows.

So imagine: if you visit certain public places as bar or restaurant and you want to smoke, you ought to be outside the limits of 15 feet from entrance to light up. It can be presupposed that it will be more convenient to buy a drink and order cigarettes and go home to enjoy them freely.

Bar owners understand the fluid situation caused by ban.

"It's going to stink, and there's no preparing for it," said Lynn Burgess, owner of the Towne Tap in Warrenville. "Now they are just going to drink at home instead of coming to a bar."

"Where are our old-timers going to go? I think people are going to stay home," said Deborah Thomas, 53."I can go to the stores, get my alcohol, get my cigarettes, and just take it home. And we'll have to find other ways to meet up."

Regarding this situation, it is hard to talk about any kind of individual rights and freedom of choice. Response of the health advocates is short and sweet: "the rights of an individual should not come before the health of all".

According to a recent survey, 45.3 million people smoke cigarettes in the United States. This amount is more than 20% of the entire USA population. Even so, the opinion of all these people is not taken into considered.

The offenders will face fines from $100 to $250 for individuals and $250 to $2,500 for businesses.
